Evaluation of the M & E System of the Philippine AIDS Response

The Philippines, being a signatory to the UNGASS Declaration of Commitment in 2001, has recognized the need to institute within the national response to HIV and AIDS and among its various stakeholders, a monitoring and evaluation system that will not only be useful within the country but will also be complementary to the M&E effort worldwide.

In 2003, the institutionalization of Monitoring and Evaluation (M & E) System of the Philippine HIV and AIDS Response started through Philippine National AIDS Council (PNAC), in collaboration with various stakeholders and with support from UNAIDS. Since then, three projects were undertaken to develop, institutionalize and pilot-test the M & E System.

In the process of implementing the projects, both core and country-specific indicators were re-validated vis-à-vis the 4th AIDS Medium Term Plan 2005-2010 and in conjunction with the Universal Access initiatives. The Manual was also revisited by the M&E Team to revalidate it vis-à-vis the learning experiences from the pilot-testing.

In December 3-4, 2006, the National Consultation (NatCon) of the M & E Pilot Sites was conducted to bring together all pilot sites, including NGOs from different regions to share their learnings and experiences in institutionalizing M&E System at the local level. It was also a time to reflect and examine which will work best in institutionalizing M&E System and how to move M&E forward in the Philippines.

As the institutionalization of the M&E System progressed, the need to assess the M & E System was recognized. Last February 26-27, 2007, the “Evaluation of the M&E System of the Philippine HIV and AIDS Response” was conducted at Kimberly Hotel, Manila with the following objectives:

1. To describe the existing Philippine Monitoring and Evaluation System relative to the attributes of a

fully functional M&E System
2. To identify needs and gaps of the Monitoring and Evaluation System
3. To plan activities to make the Monitoring and Evaluation System functional

The evaluation process referred to 3 frameworks, all of which adapted the National AIDS Councils: Monitoring and Evaluation Operations Manual published in 2002 by UNAIDS. The agreed framework used during the workshop was lifted from Monitoring and Evaluation Toolkit: HIV/AIDS, Tuberculosis and Malaria, 2nd edition, published in 2006 by GFATM.

Inventory of STI, HIV and AIDS Researches in the Philippines

“The Philippine HIV/AIDS Research Agenda 2000-2004” is being updated. The updating of the Research Agenda is in response to the research and information needs of the AIDS Medium Term Plan 2005 to 2010 and will address data gaps identified during the pilot testing of the M & E System.

In updating the Research Agenda, HAIN, conducted a survey of researches on STI, HIV, and AIDS to identify ongoing and completed researches from 2004 to current year.

A 2-page questionnaire was developed entitled “Inventory of STI, HIV and AIDS Researches in the Philippines 2004-2007”. The results will be presented in a workshop to be participated by stakeholders for validation, prioritization and finalization of the Research Agenda 2005-2010. Information on researches will be stored in a database at the M&E Unit of PNAC.
