Country Response Information System (CRIS) - UNGASS Version Training and Data Entry Workshop

Last November 19-21, 2007, Philippine National AIDS Council (PNAC) with collaboration from Health Action Information Network (HAIN) and TLF-Share Collective organized a training and data entry workshop at Seameo Innotech, Quezon City. The CRIS application and framework reflects figures and integrated analyses on indicators, programs, projects and financial data at the local and national level of member countries.

There were only 7 participants from both nongovernmental organizations and government agencies. Participants were selected based on their experience as data managers and have involvement in data collection and analysis for the 2008 UNGASS Country Report. It was the first time to conduct a training using a CRIS - UNGASS Version .Dr. Pradeep Kumar of UNAIDS was invited as a trainor and facilitator for the CRIS Training. He is a specialist on information technology and management and has worked with UNAIDS and UNICEF for the past ten years.

Engagement of NGOs: A National Consultation Workshop on National Composite Policy Index (NCPI)

The Philippine National AIDS Council (PNAC) in partnership with Health Action Information Network (HAIN) and TLF Share Collective with the support from Joint United Nations Programme on HIV/AIDS (UNAIDS) organized a consultation workshop on the National Composite Policy Index (NCPI) last October 25, 2007 at the Bayview Park Hotel, Roxas Boulevard, Manila.

The activity was attended by fourteen (14) regional participants and twenty-five (25) Metro Manila representatives from the non-government organizations. Participants have been pre-selected on the basis of their active involvement in Pinoy UNGASS, PNAC, the Global Fund Project, and UNAIDS at least for three years on the prevention of STI/HIV/AIDS in the Philippines.

The event generated inputs and reflections from civil society organizations on the development and implementation of national AIDS policies and strategies for the UNGASS Country Progress Report. Highlights of the discussion includes level of awareness on the RA 8504 or AIDS Law and related policies, collaboration with government agencies and assessment on efforts made for the prevention of HIV/AIDS in the country.

NGOs were aware of the existence of RA 8504 but information on specific provisions and related policies are not widely circulated nor popularized. The participants cited that while the law states that it applies to all individuals, it also does not explicitly state that it ensures equal access of most-at-risk populations, and of women and men, to prevention and care services.

They also shared varied experiences working with local government units (LGUs) and local government officials (LGOs). Some have positive experiences while others encounter difficulties with LGUs and with LGOs who are indifferent or are even hostile to programs on HIV and AIDS, especially those that have discriminatory attitudes towards specific groups.

As a whole, all agreed that while there are already many programs and activities being conducted all over the country, more efforts still need to be undertaken, coordinated and sustained at the national and local levels by the national government, the local government units, civil society and other stakeholders. They emphasized that the national government has to demonstrate firmer commitment, allocate resources and support to HIV and AIDS programs.

The National Composite Policy Index (NCPI)

The NCPI Questionnaire was and will be administered through workshops, surveys, and key informant interviews.

Last October 16, an NCPI workshop was conducted among UN agencies and Bilateral organizations.

In October 25, 2007, the NCPI Workshop for NGOs was organized. A total of 31 participants attended the workshop – 15 from the regions and 16 from Metro Manila.

The two mentioned workshops focused on the NCPI B section of the Questionnaire. Copies of the questionnaire were sent in advance to all NGOs, UN Agencies and Bilateral organizations in preparation to the workshop. This is to ensure that the questionnaires were collectively answered by the organization.

The NCPI A questionnaire is currently administered to Local Government Units, Local AIDS Councils, and PNAC members. Though not a PNAC member, the Commission on Human Rights was also included.

Results of the NCPI and other data will be presented in a validation workshop to be held in November 23, 2007. All those who contributed to the report will be invited to provide comments and suggest revisions.
